HOUSING CHOICE VOUCHER PROGRAM 
PROCESS FOR LEASING PROPERTY

 

Go to www.socialserve.com or contact them at 1-877-428-8844 (toll free) to list all property available for rent.

 

Tenants will contact the owner/agents regarding viewing your property. The tenants conduct their OWN housing search, not GHA.

 

Owners/Agents MUST DETERMINE SUITABILITY  (Client completing your application, owner/agent requesting a criminal and credit check, previous landlord history, employment verification and home visit can accomplish this.) If you have five clients interested in your property you MUST SCREEN all five clients.


Once owner/agent has determined suitability, contact that client that you have selected.

 

The client will bring to you the following MANDATORY forms for you to complete and RETURN TO THE CLIENT:

Request For Tenancy Approval (RFTA)  Must be completed by owner/agent and both the client and owner/agent MUST SIGN (GHA will not accept if not signed)

 

W9 (Request for Taxpayer Identification Number and Certification).  OWNER MUST SIGN AND DATE (GHA will not accept if not signed).

 

Lead-Based Paint Declaration

Owner/Agent must complete and both parties MUST sign (GHA will not accept if not signed)
 

Copy of unsigned lease (NOT A BLANK LEASE)
Complete all information required on the lease, except the owner/agent and tenant will not sign until UNIT HAS PASSED INSPECTION.  GHA will attach the required “Tenancy Addendum” to your lease.

Once all of the above forms have been received in our office, those forms are given to the tenant’s caseworker, (based on last name of tenant). The caseworker will recalculate the RFTA, and give all paperwork to the HQS manager, and that is when your unit goes on the books to be inspected.

 

Within 2-3 weeks the inspector will contact owner/agent and give you a date and time on when the inspector will come out and inspect your property. All utilities must be ON at the time of the inspection. (This includes, electricity, water, gas, etc.)

 

NO CLIENT IS TO MOVE INTO A UNIT UNTIL IT HAS PASSED HQS INSPECTION.

 

Once a unit has passed inspection, the owner/agent and tenant can sign the lease. You will then be contacted by the GHA caseworker to come into our office to sign the Housing Assistance Payment (HAP) contract.
